♪ live from center city in philadelphia this is fox 29 news at 11:00. a powerful storm douse the midwest with major flooding. you see that on the left. neighborhoods underwater. on the right the radar. the same storm could slam the shore just as we flip the calendar it look like march is off to a stormy start. thank you for joining us at 11:00. i'm lucy noland. dangerous winds and heavy rain but the good concern is flooding and kathy it could really slam the shore. >> it certainly could, lucy. we're talking about flooding concerns down the shore coastal flooding and of course right now looking at ocean city it's looking a little foggy down there and breez breeze damagings a huge concern as well the storm right now is over arkansas it will be moving though into the midwest and redeveloping as a major coastal storm and as we go hour by hour tomorrow, the rain will be moving in after the noon

hour. heavy at times during the evening period. you can see by 10:00 o'clock periods of heavy rain even in the philadelphia area. and then as the storm pulls away, it pulls down cold air so the chance of seeing snow and down the shore we're talking about big coastal concerns. we talk about that we're talking about coastal flooding heavy rain and of course damaging winds. a high wind watch in he can't down the shore. we're talking about 50 to 60 miles an hour winds and that means even the possibility of power outages. our chris o'connell is down the shore in wildwood with more on how they are preparing. chris, here we go, a typical nor'easter situation. >> reporter: yeah, kathy, i know a lot of people must have be watching your forecast because a lot of people down here at the shore towns are wondering just how bad this upcoming weekend will be. take look right now at our wildwood boardwalk cameras. we take look. desolate out here on the boardwalk. of course it is the middle of

winter but this is the time every year where businesses and residents all along here on the boardwalk get ready for the summer season. but this weekend, i can guarantee you not a whole lot of work is going to be being done. take a look at preparations, yeah, people here getting the sand bags ready for what could be to moderate to major coastal flooding. they are bracing for tropical storm force winds with interests down here at the shore, they are being advised to have a plan together like pull your boat from the water. beach erosion. also, going to be an issue. one beach in particular down in north wildwood got hit so hard last year the army corps of engineers just started a $9 million sea wall project. but here's the problem. it won't be finished to protect it from this storm. >> i just feel for the people that have to live in lower areas but it's the choice they've made. i mean they adapt and live with it it's the best we can do. >> reporter: the price for living at the shore.

>> yeah, yeah. it is unfortunatel unfortunatel. i just got to have a plan to get off the island. and make sure that your car is somewhere safe. >> reporter: and kathy said this rain is forecasted to begin tomorrow night and go all the way through saturday. a drenching coastal storm that could bring winds of up to 60 miles an hour. we saw a lot of people bringing in all those patio furniture in today to make sure nothing could be flying projectile through this and emergency managers down here in cape may county, lucy, say no matter what, you should always have an evacuation plan and have that storm kit ready to go at all times. this might be a good weekend to do so. >> chris, let's hope it's a glancing blow versus a full on hit. thank you much. parking enforcement officer emptying meters may not seem terribly shady but police in delaware county say one officer was doing just that and then pocketing all that money. our dave schratwieser is live in

millbourne where this all went down. dave? >> reporter: lucy, police say this borough employee was lining her own pockets. it was a quick moving scheme designed to make some quick ca cash. police say surveillance cameras caught 28-year-old parking enforcement officer tiffany blockston as she slowly made her way down marshall road emptying coins out of parking meters. the only problem police say, she was pocking the money. >> she stole $500 approximately $500 in change. >> reporter: she's facing a long list of charges from burglary to theft and receiving stolen property. investigators say she broke into the borough manager's office in millbourne borough where she works and stole the keys and a tool to open parking meters. >> that's a criminal. >> superintendent chitwood says she opened up over 20 parking meters in millbourne and upper darby and made off with the ca cash. she also caused author's an dollars in damages. it all fell apart when she was caught in the act on camera.

millbourne officials quickly identified her as a borough employee on the take. >> she voluntarily came in subsequently we took a confession from her where she admitted the thefts. >> that baffle me big time. that really does baffle me because why you work for the city but you're capable of doing such a thing like that. >> reporter: in her confession superintendent chitwood said she blamed it on on all opioid problem. >> this kid, her life is destroyed. i mean, it's been destroyed. hopefully she gets the rehab she needs. >> reporter: blockston faces charges in upper darby and here in millbourne she re-released on 40 those thousand dollars bail. some of the meters she broke into that took place in the middle of the night. lucy? >> all right, thank you very much, dave. developing in florida, a day and no doubt an evening filled with all kinds of emotions. marjory stoneman douglas returned to classes today. it is their first time since a gunman killed 17 people two weeks ago much as many parents

walk their children to school, many police officers and sheriffs deputies greeted them while the students and the staff set about finding they are way forward, many have mixed emotions about returning to those hallways and classrooms. >> i'm feel a little weird. it's a little nerve racking we're back on campus. it's been awhile, you know, it's going to be different. we're going to have different things going on. i'm not just pack walking into school to like do math or like do english. >> the first day back began with a 172nd moment of silence for the 17 people who died. school safety and how to keep your children safe is absolutely top of mind and now one south jersey police department is hiring so they can put armed officers in their schools. fox 29's dave kinchen is live in evesham township. dave? >> reporter: lucy, there are a lot of empassioned opinions that many people have when it comes to how people can harden the schools and safety there and

this is yet an issue that's bringing out lots of opinions. >> i think that would make them uneasy that's not what you're going to schools for. >> reporter: cops in evesham township schools. not the answer for more safety according to jose cordero. though he says his daughter may not mind it. >> do you think your kid in the younger grade would be worried about seeing a guy with a gun or a cop with gun at his school. >> i don't think so because she cease him every morning. officer dan is his name. >> there's multiple. >> there's an officer there every morning. >> reporter: evesham police announced job search looking to higher armed guards to protect the elementary and middle schools in the township. it's part of the class 33 special police officers leave initiative. high school students already see officers on patrol in between their classes. >> oh, i feel they should. i totally feel they should. >> reporter: we asked area parents like nancy hoy for opinions. she says it's all about communication.

>> police officers with guns in the school would you be concerned about that. >> no, no, no. my husband and i would have an explanation with them about it. so i think it would be fine. >> reporter: how would you feel about that? >> i would feel good. >> reporter: you'd feel okay if you saw them. no worries. >> um-hmm. >> reporter: evesham police say they are looking for retired cops under 65 who live in new jersey for the job. they will also need the proper certifications and will take orders directly from the chief. many parents recognize the move as a sign of the dangerous times we are in. >> based on recent occurrences i think it's a great idea to get more presence of the police involved and i'm actually happy about because i have a child in college and i have child in middle school and it's just very disheartening and scary. >> reporter: police officials say they will train about eight people at a time for the progr program. they say they're getting plenty of resumes as well. lucy. >> thank you, dave. happening right now, police

say two guys are doing whatever it takes to get your money and personal information. they're putting skimmers on atm's all across our area. police are very much hoping that you can help them catch them. our shawnette wilson is live in bensalem with what's going on. shawnette. >> reporter: lucy, most people we talked to tonight say that the skimmers would actually be hard to notice. police say the two men are putting them up fast and they want to stop them before they get your money. they're brazen and up to no good. looking for your personal information and access to your money. bensalem police say these two men are putting skimmers on atm's in the area. >> jeez, that's the size of it. >> that's the size of it. >> reporter: i showed nancy and charlie richmond pictures of one of the skimmers police found at this bb and t on bristol road near where the richmonds live. >> it's scary small. >> reporter: yeah. >> because you wouldn't see it. >> reporter: charlie richmond says he's familiar with the exam and how criminals will put them anywhere. >> they've been putting them on gas pumps, also many.

>> reporter: police say the duo placed the skimmer at bb and t on january 9th. the bank was notified of unusual activity at the atm which started the investigation and led to the skimmer. >> i would never even notice. >> reporter: anna scope out grocery shopping with her seven-year-old son are rick she tries to take precautions with her debit and credit cards good i'm trying not to use any atm's whether at the gas stations or like wawa or whatever. >> reporter: investigators also want you to keep an eye out for the suspects. the obvious cameras they ignored captured clear pictures of them with a device in hand. >> definitely makes you want to pay attention, but i believe drugs has a lot to do with it. you know, i think that's causing a lot of the, um, crime and whatnot. >> reporter: police also say that these same two men put skimmers in other areas around bensalem in lower merion and possibly other locations. lucy. >> all right, we got to watch those thing.

promise that you'll deliver a baby. all right. we've got major coastal storm that could deliver one big slam to ocean city, new jersey. ould be a rough couple of days, sadly. kathy, the winds a big concern with all of this. >> huge concern. yeah. absolutely. inland concerns and huge shore concerns to be certain and you can see down the shore a little foggy down there that's ocean city. typically we see a clear view of the ocean city music peer. the temperature is 51. the high today 61. so temperatures aren't an issue with this. right now we're still in the 50's in most locations. 49 in wilmington and the poconos sitting at 44 degrees. ultimate doppler you can see the storm it's back here near memphis moving toward the northeast and it's going to head into the midwest. it will redevelop as a coastal storm. that's when it's going to cause some real troubles. you can see about an inch of rain from allentown through philadelphia, through atlantic city where you see that purple contour, to the north and east, that's where we expect heavier rain and that's where the

national weather service has issued a flood watch for tomorrow night through friday. so the storm is going to move toward chicago, detroit and cincinnati. the rain comes in from the west tomorrow during the afternoon. that secondary low develops and takes over and as these two storms phase and move away, they pull down some cold air on the back side. create intense winds that means some of us could be seeing some snow at the end of this and all of us will be feeling the impact of the wind on friday. so as far as the snow some wet flakes to the north and west of philadelphia. it's really when you get in the upper lehigh valley and the poconos you see that wet heavy accumulating snow. up there 4-inches are more in our ski resorts. down the shore, big impacts. not so much the rain but the coastal flooding at times of high tide. beach erosion even property damage a possibility. gusts 50 to 60 miles an hour that's stronger than tropical storm force. of course, power outages are a real concern as well. we have that high wind watch for winds gusting to fife even 60 miles an hour through south

jersey and delaware. that's friday into saturday morning.& so a lot to watch over the next couple of days. lows in the 40s overnight tonight. highs in the 50s with the rain moving in after the noon hour most locations. then that rain gets heavy at times for tomorrow night and into friday. so part two of the storm is definitely the wind and those coastal concerns for friday. the high 45. saturday still windy, sunday, monday and tuesday we dry it out by wednesday another chance of a shower. got to get all this rain out of the way before the philadelphia st. patrick's day parade and lucy and i were at some parade festivities. >> yeah. >> the dancers were there. the crowds gathered to get ready for the season as we call it lucy. of course the parade can be seen right here on fox 29 on sunday, march11th. lucy and i will be co-hosting and bob kelly will be in the crowd. great to get in the spirit of things. >> absolute so fun. we got scones by the way and whiskey butter. thank you very much for that eileen. all righty. so what do you think, kristen?

eagles 2.0. >> yeah. looking for another championship looking for their next super bowl. eagles scouting future talent for next season but it's an intangible that will matter the most. why i say keeping the chemistry will be the most important task for the birds this off season next. if you haven't seen the movie black than they are yet go see it my family and i went opening night and we enjoyed the ride. the movie continues to surpass all the hype it's killing it at the box office. after a record setting opening week nearly thee hundred million dollars that's 22 million more than the avengers. >> my son it is your time. >> marvel super hero moving starring mostly all black cast continues it's a to us sounding hold audiences it took 108 million in it's second week and record past $700 million globally the movie is empowering

and up lifting and we need that these days. no wonder people every all races are packing movie theaters to see it they're connecting with the movie' message of embracing your power and using it for good. and there's a bonus. if it features a rare black super hero many kids never get to see super hero that looks like them. that's why so much money is being raised to send groups of young people to see it. the movie destroys stereotypes women of color are empowered and are some of the is that right test people in the world using science and technology to create incredible things they're also fierce warriors. success of the movie sends strong message to hollywood a movie with predominantly black and female characters an black director isn't a financial risk and it will do well globally. black panther delivers a message of inclusion, build bridges, not walls to try and move past violence and injustice one movie can't help solve all of the issues we're dealing with right now, but we can hope it will help folks to think differently about them. ♪
