evening everyone. >> i'm mike mibach and i'm claudine wong. that incident happened last thursday morning when there were children inside of that facility. surveillance video showing two suspects, one armed with a gun, pulling up in front of that center and stealing a car right from the driveway. new at ten ktvu zac sos is live in oakland after speaking with the owner of that daycare. and zach, what is she telling you? >> well, understandably, just how relieved she is that no one was hurt, as you mentioned, this all happening around the time that parents were dropping off their their kids. kids were already inside the building. employees were inside the building. and the owner's son, i spoke to him as well. and he says that gun was drawn, despite the fact that there were a number of signs that read child daycare on the building. >> any situation like that, you kind of just think about what could have happen. like, you know, what if he just decided to fire? it was around seven in the morning last thursday when jelani baines says two masked men rolled up to his mother's

east oakland daycare, their surveillance cameras capturing it all, popped a window, took the window out inside his mother, krishna hamilton, her daughter's camaro parked outside. >> it kind of rumbles when you hear the engine start up. so that's how you know the vehicle is being started. >> her assistant, who was too shaken to appear on camera, opening the front door to check on the car to find a gun pointed in her direction. >> it was really early in the morning, so i don't think it was too many kids inside at the time. but you know, bullets have no names on them, so if he would have started shooting it would it would be terrible. >> the assistant running back inside. >> we have signs in the front of our daycare that say 24 hour child care. and we had parents scheduled to be coming at any moment thankful no one was hurt, but worried about the future. >> i fear for my life. >> i fear continuing to have my business in a space where i don't feel comfortable and safe. >> as for her daughter, she's ready to move out of oakland.

all the equipment she works with as a professional hairstylist was in the trunk. >> oakland is missing out on the new business owner, who won't be opening up her business in oakland. she'll be taking it elsewhere. >> this as oakland released new data thursday reporting overall crime in the city, down 33% compared to last year. >> i wouldn't say the crime rate is down. i think the way things are reported might be a little different. >> jelani and his mothers view many neighbors have just given up reporting everyday crime. >> it really hurts because we love oakland. we love being here. but something has to happen. you know, because it's getting out of control. >> her message to city leaders. >> we've got to see more police presence. we've got to see more community engagement with the police. we've got to see these criminals get off the street. >> and it turns out this is not even the first time they have had a family car stolen. they say it has happened outside the daycare. three times before. so, claudine, frankly, they say they

are not expecting to get their daughter's car back. >> no, that is such a shame, zach, i know they i mean, they obviously already have cameras up to try to protect themselves. do they have any plans to do anything differently to try to, you know, kind of change the situation out there? >> you know, they're kind of at a loss right now. they say the best solution they've found has been to make sure that they block their cars into the driveway. >> all right. well, hopefully they get it back. and we're certainly sorry this happened to them. zach, thanks so much for that report. well, as zach just mentioned, new numbers are showing that crime in oakland is down. coming up tonight at 1030. we're going to dig deeper into that data and tell you what city leaders say is behind that trend. livermore police have now identified the man suspected of killing two people over the weekend. >> police shared these photos of 30 year old tungsten vasquez. authorities say they believe the oakland resident shot and killed a 26 year old woman and a 21 year old man, the two killed on

april 27th just before seven in the morning at a la quinta inn on south front road. police say they believe vasquez knew the victims, and tonight he remains at large and should be considered armed and dangerous. the deaths were livermore's first and second homicides of the year. >> and now to the protests on college campuses. here's a live look at uc berkeley at this hour, where tonight, the number of tents is multiplying as protesters set up camp, they are urging the uc system to review its investments and cut ties with any weapons manufacturers and related military supply industries involved with israeli attacks on gaza. >> there are no universities currently standing in gaza, so we are doing this, for our fellow palestinian student comrades as well, who have no institution to go to as a result of our affiliation with this institution. >> protesters say they're willing to risk getting expelled or arrested in order to get their demands met by the

university. now, despite escalating violent clashes at other universities around the country, the demonstrations at berkeley have remained peaceful. >> that's right, students at cal say they've actually talked with uc staff about the call to divest ktvu. jana katsuyama has the story. >> student protesters say they've had meetings with uc officials calling on the university to review its investments and cut ties with any weapons manufacturers and related military supply industries involved with israeli attacks on gaza. >> we've met with all, all sorts of people, chancellor christ, the staff. i'm not sure about the positions of each of these people, but, like it's in progress. >> on thursday, they said a small victory. >> it was a near unanimous vote in favor of the bill. >> protesters say the undergraduate student body voted for a bill to block expenditures of student funds on companies linked with military industry. they hope the university will do the same. >> all these companies that are profiting off the war. so the primary aspect is complete divestment from blackrock, just to take our money, our tuition,

our taxes away from these companies that are making money off the blood of the people of gaza. what students are by and large calling for is divestment from weapons manufacturers, divestment from israeli businesses, and divestment from institutions, institutions or companies that do business with israeli businesses. >> professor christopher marsicano, who studies higher education, finance at davidson college, says this is not the first time student activists have called for divestment. in the 1980s, there was a similar focus on south africa, but university funding has changed over the decades, making divestment more complicated. >> but effectively endowment managers have to do is figure out what of the various different pieces of their very complicated endowment, meet those criteria. there are already index fund products that don't include weapons manufacturers or defense companies. >> the list is broader than that. there are other companies in the supply chains of these firms that are dedicated to the manufacturing, to the to the arms industry, that the

administration is being shown in these negotiations. >> i spoke with a representative for uc berkeley who would not give any confirmation of whether there are meetings taking place, and also said that the university has no comment reporting from uc berkeley, jana katsuyama, ktvu, fox two news. >> officials at stanford university say they've sent evidence to the fbi of someone on campus wearing clothing typically worn by fighters with a hamas terrorist organization. students have created an encampment and the university's white plaza. now, officials say a photo of someone at the encampment wearing a green headband, a face covering and glasses eventually came to the attention of school administrators, who then sent it to the fbi. the person has not been identified as of tonight. now, stanford's president says the student encampment violate its school policies and that the student protesters will be disciplined. the demonstrators say they are unfazed by the threats as cleanup is underway at ucla, where 210 protesters were arrested early this morning

. >> that was following a nine hour standoff with police, ucla workers clearing structures and debris from royce quad today after law enforcement breached the pro-palestine encampment on campus. bulldozers were used to move trash into giant bins. eventually, those were filled to the brim. graffiti still covers the outside of royce hall, but it too will eventually be removed. earlier today, protesters were arrested at ucla and they were released from jail. demonstrators greeted with food and cheers. we are told those arrested were cited for unlawful assembly and are set to appear in court at a later date. a charge of unlawful assembly in california carries a maximum penalty of up to six months in jail, or a $1,000 fine. ucla classes will be remote tomorrow as campus operations are still limited at this time. >> southern california state assembly member rick chavez

r.br. is requesting an immediate investigation into possible civil rights violations at ucla during demonstrations this week. the assemblyman has sent a formal letter to the u.s. department of education citing incidents in which he says demonstrators on campus harassed jewish and israeli american students, denying them equal access to campus facilities. zubir also wants the uc regents to look into why it took so long for law enforcement to intervene when the encampment was attacked by counter-protesters on tuesday night. in a statement, the assemblyman said in part, on all accounts, ucla has failed to uphold its most important responsibility, which is to protect the safety and well-being and civil rights of all of its students. freedom of speech and freedom to peacefully protest are fundamental pillars of our democracy. but violence, harassment and intimidation are not speech and have no place on campus or anywhere across town. at nearby usc. after canceling its main commencement ceremony

amid controversy and campus protests, the university now says it will host the trojan family graduate celebration. this is planned for next thursday at the coliseum. it is set to feature a drone shows, fireworks, surprise performances as well as the trojan marching band. >> nationwide, more than 2000 people have now been arrested in connection with campus protests. you're under arrest. now this is video from portland state university in oregon, where at least a dozen arrests were made today after pro-palestinian protesters took over the school library. four of them were not students at that university. portland police say the library has now been cleared, noting that they found what appeared to be improvised weapons, including ball bearings and diy armor, in louisiana, 20 people were arrested today in new orleans at tulane university and in new haven, connecticut. four demonstrators were also arrested at yale. well, after days of silence, president biden

. the names of officers twan ley, an officer, jordan wingate, were added to the memorial in pleasanton. the wall remembers law enforcement and firefighters who died in the line of duty in alameda county. officer ley was shot and killed in december while responding to a cannabis store break in. officer wingate died april 20th after being on life support for his injuries following a 2018 crash involving his patrol vehicle. >> well, first thursdays kicks off tonight in san francisco. coming up, a live report from the city where the streets were flooded with community members and local businesses. >> also, stanford softball team gearing up for a big matchup this week. how the powerhouse program is looking to build momentum around the sport. >> it's not a matter of if, but when the rain will arrive right here to the bay area. we will track that incoming system together when the news continues right here on ktvu

volunteer coalition. each company brought 50 volunteers. they collected trash, cleared pathways and weeded green spaces. organizers say these companies. want to lead by example and get others to engage in volunteer work. across the city. >> we have the first five companies, but we want this to grow. we want there to be tech companies, biotech, other financial institutions, other companies that call san francisco home. we want them to join in. we love this city and we want to show that love. >> the five company downtown volunteer coalition is set to meet several times a year to work on similar projects. >> new at ten. voters in san francisco could be faced with a $790 million school bond measure. the san francisco unified school district says it will be asking the board to consider a general obligation bond for the november ballot. officials say a recent district report found significant building improvement needs in schools across the district, adding that the new measure will not raise taxes for city

california, are expanding in an effort to protect important cultural and environmental land. today, president biden signed a proclamation expanding the berryessa snow mountain and the san gabriel mountains. national monuments. berryessa snow mountain national monument is in parts of napa, yolo, solano, lake, colusa, glenn and mendocino counties, and the expansion will add more than 13,000 acres of public lands to the monument's original 330,000 acres, land that is considered significant to tribal nations. >> this is testament to the biden administration's commitment to open space, providing protection for this remarkable open space for generations to come, also providing protections to the incredible cultural artifacts that are a big part of this region for the first peoples, our native americans. >> the white house has to further honor the ties to the patwin people in these lands. the president's proclamation also directs the secretary of the interior to explore coast stewardship of the area with

the heels of u.s. secretary of state antony blinken's visit to the region, his seventh since the start of the war, in october . after stops in saudi arabia and jordan, blinken landed in israel while speaking directly to families of hostages. blinken pressured hamas to accept israel's latest offer. >> there is a very strong proposal on the table right now. hamas needs to say yes and needs to get this done. that is our determination and we will not rest. we will not stop until you're reunited with your loved ones. >> blinken didn't reveal the details of the proposed deal, but it could look similar to november's agreement, which involved an exchange of hostages for palestinian prisoners and a pause in the fighting. the potential ceasefire comes at a critical time as israel prepares to move ground troops into the southern city of rafah in gaza. that's where more than 1 million palestinians are sheltering from the fighting. despite blinken reaffirming the us cannot support a major ground operation in rafah. israeli prime minister

benjamin netanyahu says it will happen eventually. >> we will do what is necessary in order to win and overcome our enemies, including in rafah, in order to secure our future. >> as it stands, negotiations are ongoing. however, one hurdle getting in the way hamas demanding not only a full withdrawal of israeli troops, but a permanent ceasefire that runs counter to israeli prime minister benjamin netanyahu, saying in order to end the war, they have to eliminate hamas by going into rafah. in tel aviv, israel, jeff paul, fox news. >> the california dive boat captain was sentenced to four years in federal prison today for his role in the 2019 boat fire that killed 34 people off the california coast. captain jerry boylan was convicted last year of one count of criminal negligence. is sentence is shorter than the ten years that family members of the victims were asking for. the boat fire was the deadliest maritime disaster in recent u.s. history and sparked several reforms.

maritime regulations and lawsuits that are still ongoing. the exact cause of that fire remains unknown. >> it's been over a month since the collapse of the francis scott key bridge in baltimore, and now officials say they have a better idea of how long it will take. and how much it would cost to build an entirely new bridge. officials say it could take more than four years to reconstruct the bridge and estimate it could cost as much as $2 billion. meanwhile, the bridge's insurance broker confirms the first of what is expected to be many payouts related to the collapse. $350 million is going to be paid to the state of maryland. this as recovery efforts continue. yesterday, a fifth body was found in the wreckage, but one person is still missing. >> every layer of the wreckage removed brings us closer to getting those goals done first, bringing closure. closure to those families and then obviously reopening the channel. >> this week, crews were preparing to perform a controlled demolition, breaking

two suspects approached the letter carrier and took his postal keys. a reward of up to $150,000 is available for information, leading to an arrest and conviction, despite recent crime in oakland, new numbers are painting a different picture. oakland police say crime is down 33% when compared to this time last year. specifically, they are seeing reductions in violent crimes, including homicides, assaults and burglaries. >> ktvu is crystal bailey has more on what's driving those numbers down. >> numbers don't lie in the numbers. say crime in oakland is down 33. violent crimes like homicide, assault, rape and burglaries are all coming down over last year, with robberies up by 11. but the city says that number is also decreasing compared to the last few months. city leadership is crediting their ceasefire program, originally implemented in 2012 and revived earlier this year. >> what ceasefire does is it uses police, intelligence and community information to identify those at the center of

violence who are most at risk of picking up a gun and committing a violent crime. >> assistant police chief tony jones says reviving ceasefire required them to reorganize the police department from a reactive organization to a proactive, crime fighting police force. the city says the numbers are proof the program works, but some are surprised to hear crime is down. >> i'm very, very surprised and i'm happy to hear that the crime itself, we do see an uptick over the temescal area, where cars are being broken into the sideshows are continuing to happen right next to a fire station to. >> cheryl says she grew up in oakland and she's always carried pepper spray around for protection. >> no, i don't feel safe. i'm constantly watching around. >> others say they are feeling safer lately. >> i feel a lot safer here, especially at night compared to san francisco. where can be a lot more dangerous. and i definitely see the change in

crime rates dropping. >> the beeping has gone down considerably. >> bridget kane, who owns two businesses in downtown city center, says she thinks things are changing for the better. >> i'm very happy that we finally have a chief of police which has been needed for over a year, and city leaders say they are not celebrating just yet, but they are using these numbers to press forward with the ceasefire program. >> and while some say not all crimes are reported, the city says the number of calls into their dispatch center have not changed. meanwhile, mayor shang tao says that she is very proud of the progress and the work is not done in oakland. crystal bailey, ktvu, fox two news. >> the city of san francisco is accused of illegally dumping wastewater into san francisco bay. a new lawsuit by the epa and a california state water board accuses the city of discharging nearly 2 billion gallons of sewage every year since 2016. that number actually jumped to 4 billion during a six month stretch between 2022 and last year. the epa is demanding san francisco stop the dumping

as head coach of the university's powerhouse softball program. this season, her fifth ranked cardinal are headed into their final homestand friday with a pac 12 tournament and women's college world series. not far off, but she wants her team to focus on the task at hand. >> and we got all sorts of end goals. but if you start looking too far into the future, you're not going to take care of the work in front of you off the diamond. >> it's a unique time for alyssa's team, and they know that. >> i think it can really get to a point where, softball does become a big of a sport as it should be. >> tv viewership of women's sports is at an all time high. cherry topped by an unprecedented 103% jump in viewership for the ncaa women's college basketball tournament. just last month. now, stanford's softball is hoping their sport carries the torch. >> they say there's two kinds of fans. there's softball fans and fans that haven't watched softball yet. and i believe that across women's sports, across all platforms, last postseason viewership of the women's college world series fell 4.
