>> now from the area's local news station. this is kron. 4 news at 3. >> now a 3 scary moments in the east bay this morning. when a woman and her daughter were caught in the crossfire that led to a crash as they were on their way to school. thank you so much for joining us here on kron. 4 news at 3. i'm justine waldman. this happened just before 8 o'clock this morning in east oakland near 98th and cherokee avenues. that's about a block away from bishop o'dowd high school kron. 4 charles

clifford has the details. >> well, here in oakland on thursday, 2 people were taken to the hospital after their vehicle was caught in an exchange of gunfire. around 7.45. thursday morning, a woman driving her daughter to school was caught in an exchange of gunfire here near 98 and cherokee. according to her husband, the woman tried to drive away, but their suv was struck by another car and flipped onto its side. the woman and her daughter managed to crawl away from their car. the driver of the other vehicle fled. >> pretty scary knowing that she was in his accident. everything. >> according to the woman's husband who drove to the scene, she and their daughter going to be ok, but were taken to the hospital just as a precaution. her my daughter actually in the car while the gunfire was going. >> yeah. from what i was told, the other people jump to another vehicle and drove off. >> at this point, it's unclear why shots were fired or by whom oakland police department is investigating, but so far have not identified any suspects or motive. now, this incident did occur near bishop o'dowd high school, but the

school was not impacted in any way. anyone with information is asked to reach out to the oakland police department. but for now in the east bay, charles clifford kron, 4 news. >> and the city of oakland is seeing some positive trends when it comes to crime. the most recent oakland police statistics showing violent crime has dropped in several key categories. notably homicides and assaults. kron four's theresa has more on what the city and community members are saying about this. >> i think it's definitely too early for us to be celebrating where we're not resting on these early numbers. we're feeling encouraged by the numbers. doctor holly joshi is the chief of violence prevention of the city of oakland. take a look at the latest data released by the city. the chart shows homicides are down by 17% in 2024. compared to 2023. >> assaults dropped by 4% and assault with firearms dropped 21%. wright was down. 21% overall violent crime is down

in oakland by 33%. >> definitely attributing to implementation of the cease-fire strategy. >> doctor joshi credits several programs including cease-fire coming back into the fold. >> the police department's side of that relentless 13 looks like enforcement. but the department of violence prevention's relentless pursuit of those individuals looks like getting them on track, inspiring the behavioral changes needed to prevent further victimization. the data >> is not all positive, though. robberies are ticking upward since the beginning of the year. robbers have climbed 11% and residential robberies up 100 and 18%. so sad. >> to me to see my city in the shape. that is it that that's bishop bob jackson with acts, gospel church. he says some community members are declining to call the police for help. adding despite the data, he says they fundamentally don't feel safe in oakland. the reality is is it's where the people live.

>> and the people that i talked to an open and i talked to quite a bit. they do not feel safe and this in their city or in their own homes. >> many variables of drugs and gangs and the hot summer and unrest and and what have you that the numbers could could skyrocket. james deadly, a criminal justice professor at san francisco state university and former san francisco police deputy chief says while data shows a downward trend now, it doesn't predict the future. >> and that can be troubling. in the meantime, joe, she says that they will continue to work hard and help oakland become better. >> we also realize that a large part of community safety is how people are feeling and what perception and so i would say that we a long way to go in both of those arenas to recess. stasio kron. 4 news. >> the search is on for a man suspected of killing 2 people

inside of a livermore. hotel officers are currently looking for 30 year-old gunston vasquez of oakland this past saturday, police responded to a report of a shooting at the laquinta inn on south front road near 5.80. they found a 26 year-old woman and a 21 year-old man who had been shot inside of the room. both of them were dead. it was determined that that's because new one of the victims officials say that he should be considered armed and dangerous. anyone with information should call police. now to a big story that we've been following across the nation, including here in the bay area. these pro-palestine protest students at the university of san francisco have now joined in the demonstrations. they started in the camp meant on campus at welsh field. the demonstrators are demanding that the school disclose all financial investments and israel's military and then pull those investments and they and also at white memorial plaza on the stanford campus now entering its second week, some students that we spoke with say that they have noticed additional security measures around the campus.

kron 4 did reach out to palo alto. police say they have not provided any assistance to the university at this time regarding safety of students or plans to possibly remove this encampment. we do know of at least 2 injuries after an aggravated assault at an encampment on the uc berkeley campus. this is video now from upper sproul plaza from yesterday afternoon. hours after this. police say that there was a physical altercation between 2 opposing groups. one group was attempting to steal the other groups. flag medical personnel been called in to treat the people who are hurt. we do not know the severity of their injuries. at least 200 people arrested overnight at ucla. that brings the nationwide total of arrest to more than 2000 since mid-april. these a chaotic scenes playing out earlier this morning with officers in riot gear. workers now cleaning up this encampment. they're having to holloway sheets of plywood that were used to build a barricade. they're also sweeping trash from graffiti, covered streets. governor

gavin newsom releasing a statement condemning the violence at ucla. it reads the law was clear the right to free speech does not extend. to inciting violence. vandalism or lawlessness on campus. those who engage in illegal behavior must be held accountable for their action, including through criminal prosecution suspension or expulsion. the california legislative jewish caucus is expressing its disappointment with how ucla leadership handled the demonstrations. the co-chairs assembly member jesse gabriel and san francisco state senator scott wiener releasing a statement saying they support free speech. it says in part here, the last few days of protests at ucla have targeted jewish students in a way that are anything but peaceful. we are appalled by the physical abuse violence, hate speech and intimidation that have been directed at jewish students over the past several days. the fact that the ucla administration allowed this dangerous and overt discrimination to persist unchecked for so long is shameful.

>> new body camera video capturing the chaotic moments when the nypd stormed into columbia university. police breaking down barriers to arrest these palestinian demonstrators who barricaded themselves inside their earlier this week. >> the nypd says nearly half of the nearly 300 people arrested at columbia university and city college of new york were not students at either school. new york city mayor eric adams says there is evidence that the agitators were trained professionals. police arresting dozens of protesters at washington university in st. louis, missouri video captured a history professor being taken down by officers. this man wearing a yellow jacket has been identified as steve to marie. a 65 year-old. he works at southern illinois university. he can be in this video here. is it being

recorded? ah, being tackled to the ground at the university issued a statement total of 100 people were arrested, including 23 students, at least for employees. 3 officers were injured. and earlier today, president joe biden addressed the nation saying while students have a right to protest order must prevail. violent protest is not protected. >> peaceful protest she gets along. violence occurs, destroying property is not a peaceful protest against the law. vandalism, trespassing, breaking windows, shutting down campuses, forcing the cancellation of classes and graduation. none of this is a peaceful protest. >> the president largely sidestepped protesters demands which have included ending u.s. support for israeli military operations after his remarks, he was asked whether the demonstrators should consider changing course. and biden it if the demonstrations

>> fire crews have put out a fire at a three-story residential building. this is happening in san francisco's hill neighborhood. that's near a jackson and leavenworth. you can see this, the smoke and the flames coming out. the top there. san francisco fire officials posted this video on social media. thus a fire started about 8 o'clock this morning. it did cause some traffic delays in the area. the building has commercial space on the ground floor and then 2 floors of residential units above it. there were no major injuries, but 2 neighbors reported having some breathing issues due to the smoke. firefighters are still checking for hotspots. the cause under investigation.

we're learning some new details about an alarming attack in downtown san francisco. and now this video shows a man assaulting 2 asian men. this is yesterday morn ng at post and purity streets right near union square. you can see the sky here walking up the victims. our 59 78 years old. they were security guards. they were working at the time. they say they do not know their attacker. police are investigating what happened and trying to figure out right now if this was a hate crime or more details on the story during kron for news at 5 tonight. and in the north bay, an ambulance was stolen in santa rosa while the paramedics were at the scene of a medical emergency. it happened just before 8.45. last nht. on 4th street. this know the county fire district says the ambulance paramedic was with the patient while im t was in the back of the ambulance. and that's when they say the patient suddenly ran into the ambulance, jumped into the driver's seat seat

and then sped off with the emt's. still in the back, police say they had to use spike strips to stop the ambulance before taking the suspect into custody. new at 3 uc berkeley's new a student housing complex will be the first building in the university's history to bear and alone in a muchos and in collaboration with the local tribe. so this complex is going to name row by which were first to the ancestral land of loney. people in the east bay. it's going to house more than 750 graduate students. it's already under construction in albany, which is about 3 miles north of uc berkeley's main campus. it should open in august. the move is following decades of tension between uc berkeley and they'll loney tribe. the housing complex again, will open up in august. and this week is the start of asian american and pacific islander heritage month and throughout the month of may will be highlighted in the bay area's diverse asian communities. so

now we're going go to san jose state where there's an exhibit at the library that dives into south asia. polls examples from families living right here in silicon valley kron four's jacmel much has the story. >> well, the region known as south asia makes up 7 different countries in the library. curator here at the king library at san jose state says she wanted to include the religions in the foods that make up each of these cultures. she wanted to also consults with families living here in the bay area who also have ties to those countries. that's really cool. >> yeah. so these 2 things are lincoln. yes, and this is also from sri lanka up into the immersive martin luther king library at san jose state university in may. and you'll find an exhibit quite like no other. i think that could be very montr of roy is a library in here and she curated this exhibit on the 5th floor. it's titled south asians. >> of silicon valley, afghanistan, bangladesh, nepal, india, pakistan, sri he's or nearly all the countries that make up the

region of south asia, a region roy says needs more attention in the south bay. she says at least 20% of people who live in santa clara county are of south asian origin and more than 60% of international san jose state students are from south asia, but yet so many of them have struggled to find a voice to find themselves being represented well in mainstream what was born and raised in india. and she says having other south asians like herself in silicon valley added more reason for this project. these things help them feel more empowered that we are represented actual case at this exhibit, you'll find the sports the food know what to do signing and the religion sick man will never will never see them determines it's part of their faith. roy highlights the for south asian religion seen in the south bay islam hinduism. jane isn't and buddhism. what we really enjoyed in our experience of doing this research in this project was how welcoming each community was 2 market in

what looks like outside right now at the city of san francisco is a great day to get outside. we'll see how much longer this warm weather is going to last with meteorologist kyla grogan one day. right musical fans out yeah, it's one more day and then we're going to be a little rain in here. >> anybody do that? musical just seem to know that one. anybody say twice just a little little les miz reference you know, a little obscure. >> okay, everybody, blue skies, beautiful out there. temperatures have been warmer. you can see that we are, you know, flirting with 80 degrees. a couple spots like concord, santa rosa. 77 in livermore. 61 in san francisco, oakland about 67. pretty nice out there. just half moon bay once again, the cool spot because while we've got the onshore flow happening, yes, the wind, 25 miles per hour made how at san francisco so getting a little blust ry out there in other spots to you can see 17, a nap andtfairfield up in santa rosa to well, that was a fun transition, ok? so i wanted to show you that in we're going to see this wind to go through

the afternoon and then ramp down is get to the evening. but then tomorrow it's going to happen all over again. so we're just stuck in the same pattern. we get warm temperatures, breezy conditions. you can see this that take you into friday. and you know, again, we start to see that at the coast of the coast gets the highest gust, but everyone's a little bit windy and then it all changes because we've got this. yes, we have a rain system coming in and can see the totals here are kind of getting up. their models are a little bullish on bringing in between about, you know, half an inch to an inch of rain to our urban areas and higher than that in our mountainous areas in santa cruz mountains up in the north bay mountains. so here's friday night. that's about 10 o'clock. we've got the clouds then in the overnight. that's when the rain rolls in. so that means when you wake up on saturday morning, you're likely to see some showers may go throughout the day, but they do lighten up a little bit in the afternoon. still a chance will be out there, as you can see throughout saturday and then sunday. that's when we're done with everything. so timing will be overnight friday into saturday totals, a half an inch to about 3 quarters of an inch. maybe a little bit more. we'll see more of the coastal ranges

>> free comic book day is celebrated all across the world that more than 2 decades ago, this annual event was started at a comic store in concord. so on saturday, flying colors, comics is going to give out thousands of free comics. but as kron 4 all reports this year, the event is bittersweet because it will be the last one at the storied location. >> the countdown to free comic book day will culminate with a big batch flying colors, comics and other cool stuff in concord saturday. may the 4th be with you. star wars so there may be some characters from a galaxy far, far away. will also be an emotional day for joe field and his loyal customers who have been shopping in his store since it opened 35 years ago.

o'clock at night. here at the store front. >> on treat boulevard in concord, philippe djegal, all kron. 4 news. >> san pablo has awarded faena speech said the city of small business of the year award. the spanish style pizza retos located on 23rd street. 3 dozen locally owned businesses were nominated for this community award as they represent equity excellence and small businesses and public economic development corporation decided that phoenix was the most deserving. there will be an award ceremony tonight at 5.30, at san pablo city hall. happening right now, fast food workers in oakland are on strike to protest worker health and safety mcdonald's and up a local employees say that their stores in oakland have failed to protect workers and customers from hazardous conditions. in a formal complaint to cal osha employees describe seeing rats nibbling on pieces of bacon and hamburgers that are ready to serve customers. no word on

how long the strike will last today. and now it is international. yesterday was international workers day commonly known as may day and hundreds of long-term health care workers went to the state capitol to call for higher wages and better working conditions. and capitol correspondent eytan wallace takes us there. >> well, republicans here in the legislature say they are outraged with what they've seen on campus and they believe the state can and should take more action. it's outrageous. >> and it's unacceptable that we've allowed this chaos to ensue over weeks. someone minority leader james gallagher sharing that message about the protests and violence college campuses across the country. >> and right here in the golden state during a press conference, gallagher and senate minority leader brian jones made clear they believe much of what's been taking place can and should have been stopped by university leaders. administration didn't just allow this in some cases. i believe they've been

complicit. you look at the the fencing barricade that they put out. you look at the latitude and the amount of >> damage they allowed these protesters to do, you know, have the right to spray paint buildings, break windows, damaged the the facilities. >> and hold other student. we just don't have that right. he and his gop colleagues say college administrators who are found to have stood by were not properly stocked. campus violence should face disciplinary action. >> specifically from a legislative standpoint, republicans are demanding the state cut budget funding for those administrators and rescind cal grant taxpayer funded scholarships for students convicted of violating the law during the unrest. >> we should not be given cal grant money state money to students who are trapped in other people's rights. we've had jewish students who fear for their lives going to crops. that should not be the case on our university campuses. and there's got to

be some accountability for that. these republicans say they have had private conversations and garnered some support behind the scenes from the democratic colleagues. but all major democratic leaders have yet to provide a direct public response to the republican proposal. >> governor gavin newsom's office directed us to his statement from wednesday saying the law is clear the right to free speech does not extend to inciting violence, vandalism or lawlessness on campus. those who engage in illegal behavior must be held accountable for their actions, including through criminal prosecution suspension or expulsion. lieutenant governor eleni kounalakis who serves on the csu board of trustees and uc board of regents said people may disagree with israel's foreign policy but calling for destruction is unacceptable. it's time to end the chaos on our campuses. get our students back in school and join together with one voice to call for a return of the hostages and an end to the violence in gaza. the west bank and israel. and we reached out to the uc and cal state university system for comment but did not hear back as of news time reporting at

the state capitol. a tom wallace kron. 4 news. >> so yes, 8 ounce package cares about what's happening at the state capitol today regarding protest. not a day, but the department of water resources conducted its 5th snow survey of the season at the phillips station and a special guest joined them. to see the bear in the background. it's not every year that snow survey happens in may 9 out of the last 24 seasons have not have even enough snow for them to do this. and so they measure 2 inches of snow depth yesterday, one inch of water content. that's about 8% of average for may. at phillips station. the snow pack is still 97% of average because it was so unusual. kyla the bear was like i got to come out and check this out for well and were probably thinking that the bears thinking it's unusual to, you know, like he's like, what are you doing? here my time. you know, usually guys are wrapped up in done by now. >> well, look like he was

checking it out. he has an interest in all things. environmental probably here is a live look at a beautiful place begin environment. this is half dome at yosemite and you can see how the snow has melted a bit rate. we saw piled up here an awful lot this season, but we are getting more snow. folks get ready for the california side has a winter weather advisory. you can see for the devout aside near tahoe is a high wind watch. this all kicks off on saturday about 11:00am till 08:00am on sunday. we're going to get some snow here. we're talking 48 inches above 5,000 feet about a foot, though up in our peaks could be a little bit more in some spots. snow levels are started like 6 to 8,000 feet in. they're going to lower in the overnight. there saturday into sunday. so what this means is gusty winds, slick roads. we're doing it. it's a winter storm and just to show you the impact this is going to have the entire west coast. it's pretty significant. so again, we're expecting the potential of a foot of snow up in our peaks. of course, that is also part and parcel with the rain that's coming to the bay area. see see it here in the early morning hours heading in towards the bay area. and then

as we get to about, you know, 10:00am that's when we start to see the snow kick up in the sierra and it sticks with them right through the afternoon into the evening and into the first part of sunday. before then that wraps up and it's all said and done. so i just don't advise traveling on saturday. if you can avoid that because it is just going to be a little tricky right with the roads. get slick in the wind gets going. but it's not bad once we get into sunday. but look at the temperature drop there. just like we're seeing a huge drop. they are too. i'll be back in just a little bit. we'll track that rain for us here in the bay area. taking a look at our 7 day forecast. all right. well, the iconic bay bridge lights fully making a comeback. the group eliminate that created the lights was forced to turn them off last year because there just wasn't enough money. but the nonprofit announced it is on track to raise the 11 million dollars needed to turn the lights back on. thanks to crowdfunding. and so when the lights do return, they will feature 50,000 led ease, which is twice the original amount that will make the artwork visible on both sides of the bridge. also, they think drivers will be able to see it

too. they plan to have a grand lighting ceremony in the spring of 2025. so there's a lot of work to happen between now and then. you'll hear some of the interview we did with the illuminates group coming up during kron for news at 5. but now new at 3 local environmental regulators are accusing tesla, reoccurring air-quality violations. the bay area air quality management district says tesla is emitting harmful contaminants into the atmosphere coming from paint shop operations at its fremont facility and it is seeking an abatement order that would require tesla to come up with a plan to reduce emissions. regulators say there have been repeated violations from tesla's paint shop, but they are foreseeable and preventable. if this order moves forward, the public will be invited to attend a hearing and comment on these alleged violations. happening to my public health and lgbtq+ groups plan to hold a rally in san francisco to protest mayor

london breed's multimillion-dollar bond proposal. so organszers say that this 360 million dollar plan would put critical public health priorities, including the city clinic. on hold in order to focus on what they believe are less important matters. if approved, it would be put on the ballot for the november election. the rally is set to begin at 5 at the city clinic on 7th street. thousands of homeowners in orinda are set to lose their insurance when state farm and its coverage the summer. and now they're all scrambling to find new insurance state farm first announced in march that it would be dropping 72,000 property insurance policies in california, mainly in areas prone to wildfires, a realtor in orinda is recommending state farm customers sign up for the california fair plan. the state program is for california residents and businesses in urban and rural areas who cannot get insurance through a regular insurance company and one state from

great family. let's take a live look outside right now from the east bay. you can see you've got blue skies out there, berkeley, a place that's been really nice today. we're looking at about 69 degrees. that's about where we're at right now. tomorrow. 71 another really nice day. and then obviously we fall off a cliff with temperatures. we get to saturday that has everything to do with the fact that we've got some rain coming our way. so berkeley made it up to 70. there you go. 74 in san jose right now are 64 in downtown san francisco. you can see where some of these temperatures have really gotten up their snow right now at 73, 81 in fairfield. so quite warm there. so high pressure has been in control this week. that's why we've warmed up and had all the sunshine. it's backed off a little bit today, but it doesn't really relent until we get into friday night. and that's when this low pressure is going to start dropping in. >> and with it, it's going bring some rain and also some cool air. you start to see those greens and blues. that means the temperatures are changing but notice high pressure kind of hangs out here in the pacific. it doesn't really jet off anywhere. and once this system passes us by the low pressure system, that high pressure will build back in. we're

going to have a really nice week next week as well. but before then we've got some rain to get 3. you can see it's a pretty big system for the west coast. pacific northwest will be picking up an awful lot of rain. even eureka, california, looking for over 2 inches for us. the totals will be less than that. but still pretty significant systems here. friday looks good until we get to the evening clouds roll in. rain is coming in in the overnight hours. which means you wake up saturday a little bit soggy. and then in the afternoon we'll start to see it pull back a bit. but really what we done until we get into the evening and then your sunday, which is cinco de mayo is we're talking about is actually looking good, albeit a little cool. another bonus to rain. besides the obvious reasons, right, that we're always happy to get some rain. it's going to tamper down those allergies that are kind of flying around out there. a lot of the pollen that's getting a lot of people, sneezing. so that will be happening as well. and saturday, a little relief from that. but also on saturday, just chilly right. temperatures are dropping. we'll have the rain with us by sunday. we get some sunshine back. we pick those temperatures back up as we get to next week and you see it is up up up the trajectory there
