it will be a big cat party. somebody take this and make it. >> that's our show. we'll see you for the next edition of rtm. now at 7:00 p.m., breaking news, the manhunt is over. we are live with how authorities closed in on the san francisco suspect in a nationwide search. clouds and fog are returning to the bay area, at this hour i'm tracking minor changes for your tuesday and a sharp warm-up on the way, coming up. handcuffed, but not convicted. women taken into custody by police are forced to take a pregnancy test. >> they said it was a pregnancy test, and i said i'm 69 years old i'm pretty sure i'm not pregnant. >> pregnant. >> now one woman is trying to stop it, ktvu news at 7:00 p.m. is next.

that breaking news out of san francisco, where the search for ryan chamberlain has just come to an end. minutes ago police arrested the man wanted for having explosive material. ryan chamberlain was arrested at crissy field in just the past half-hour or so, right after he was possibly cited in a bar in the haight this afternoon. his car was found at crissy field, now comes word is under arrest. were alive now in our newsroom with what we learned. >> after repeated calls from us here at ktvu, the fbi did confirm the arrest for us around 6:30 p.m. agents tell us it was san francisco police who actually took ryan chamberlain into custody. they say he could be in federal custody, even as early as later tonight. his exact location at this moment is still unknown, as both federal and local authorities obviously interested in getting ryan chamberlain to where they need him to conduct their investigation. federal investigators first got

a lead, when chamberlain used his debit card we are told at a bar in the lower haight, that of course was the mad dog in the fall bar. we're told it's a little more than 2 miles from his apartment. chamberlain's apartment where the fbi searched this weekend, and it was a bartender who told us that he used his debit card. now after 6:00 p.m. this evening, the fbi began to court and off streets near crissy field, it was a chaotic situation. they moved in and primarily because they had located his car. this is what we expect to be the 2008 white nissan altima that they had put out in bulletins that they were looking for. again now you are looking at video from over the weekend, where agents were searching chamberlain's apartment. at the time they said they were seeking him because he had explosive materials. he was wanted for having those, of course there was the concern you can see from

the perspective of protective suits that he had those in his apartment. chamberlain of course a well- connected political consultant, a man who had several different jobs. but again, the news right now is that he is in custody. this is confirmed by the fbi. they tell us san francisco took him into custody possibly a little more than half-hour go. this situation we will continue to monitor bring you the details as we continue to get them. eric rasmussen ktvu channel two news. >> ryan chamberlain appears to have posted a series of statements online today. on his twitter account he refused reports that he was armed and dangerous. he also denied he had stashes of explosives. in one statement he talked about his struggle with depression. he says, i explored myriad of ways that could put it into what i was going through. i been to watch dark tv, sometimes not getting off the couch for days and scoured the internet absorbing for you all for morbid fantasies. you will find more on the fbi search for and capture of ryan chamberlain plus the full level

domonic letter that was posted online today. developing news out of marin county where the coast guard is searching for people who may be in the water after boating mishap. it happened in an area called kirby cove right near the golden gate bridge. a radio beacon distress signal from the 30-foot sailboat came in about 4:15 a.m. a short time later the boat name the alma was located on the rocks at yellow bluffs, partially submerged, later sank. officials say details about who if anyone was on that boat is not known at this time. made for slow commute in san francisco all day today and the delays are continuing tonight. just one third of muni 600 vehicle fleet is running, leaving many people waiting in long lines or walking. some are hailing cabs or using dart which is honoring muni tickets between the city of san francisco. the sickout comes just days after muni workers rejected a contract proposal, it included an $11.25 an hour raise over

two years, but also added a 7.5% pension payment that was previously paid for by muni. >> they are fed up and sick of being harassed and attacked and having their wages cut. >> cable cars were also idle today because of the sickout. muni muni officials say it's unclear if another sickout is planned for tomorrow. our coverage continues tomorrow on the muni sickout paul chamber has been on muni buses for the evening commute, paul. >> we were on a muni bus earlier today and i tell you this is one of the stops we got on year earlier it's not as packed as it was before, but i will tell you several buses have gone by, some have gone by totally full without people getting on because it's just that bad. muni says the weight is been up to about 60 minutes. people have been getting on cabs, they've been taken on lives to get home to where they

needed to go. some people we talk to earlier said they were happy, other said they just don't care. >> i'm fine with it. people have to have up right to fight for higher wages and better working conditions, so that so it is. >> it takes me like 20 minutes to get home from downtown but now it's taken me about an hour probably. >> another issue people are having is that the reader system is not correct, there are no express buses today so people are not able to get on the proper bus at the proper time. these meters right here, they have not been accurate all day long because people are coming back and forth because there's no express bus so they're able to hop on whatever bus that comes by so people will continue to wait. i did talk to muni they are hopeful it doesn't happen again tomorrow, but if it does they are prepared. a santa clara county sheriff's deputy was hurt when his patrol car was broadsided

today. with a photo of the car when you see the picture you can tell here it is the rear passenger side door that was hit. the deputy was going after a red light runner when he was hit by another car. this crash happened just ups from valley medical center where he was taken. the officer was alert at the time. the red light runner got away. a woman is filing suit against the alameda county sheriff for being forced to take a pregnancy test. tran ones noah walker talk to the woman and learned her reasons for objecting to the test. >> i'm just trying to figure out. >> she's not shy about sharing her past. on july 8, 2010 harmon was among those who came to protest the verdict in the oscar grant trial. it wasn't her first protest, but this arrested lead to her first pregnancy test, right here at the alameda county jail

ones and her doctor, not with some matron in a jail. >> now she has a lawsuit to add to her file. harmon says she is part of this lawsuit because requiring that pregnancy test she says was an intrusion not just for her, but for anyone. i reached out to the alameda county sheriff's office today they say they haven't been served with this yet, but when they are they will have a response. former taliban prisoner u.s. army sergeant bo bergdahl is reported to be in stable condition at a u.s. army hospital in germany. reaction to his released this past weekend is deeply divided. he had been held captive from the tele- ban for five years. the u.s. exchange for golfer five tell them leaders who would been held at guantanamo bay. they receive this warm welcome and tar today. the white house says it was the right thing to do and the u.s. has a history of prisoner exchanges. critics say it sets a dangerous precedent. >> if you swap or pay to get your hostages back, you

arrested an armed robbery suspect a barricaded himself inside the city's bayview district. he's one of two men accused of robbing a group of park workers of their wallet and cell phone near the youngblood coleman playground at about 12:30 p.m. witnesses reported seeing the man run into a building on hunt hudson avenue near casimir street. officers saw one of the men jump out of a window and arrested him. the other man has not been found. police departments around the bay area are competing to hire new officers. departments are flooding the area airways with television commercials and social media. fremont police have created a facebook page to connect with potential recruits. the department offers a program that pays officers to exercise during their shift. with a starting salary of $80900, they offer the most money to entry-level officers compared to major cities. >> it's different from other departments were they pay you a training pay or a candidate pay, we pay you your full salary. >> according to job listings online, starting pay for officers in oakland is $69900

per year. san francisco offers 80500, san jose startup to just over 75000. california state universities are said to hire 700 new faculty members across the university next year. the hiring sprees welcome news to san jose state were during the recession teachers were furloughed a classes were cut. now with the passage of fall theory in 125 million-dollar hike in state funding, cal states has jobs to fill. san jose state has already filled 40 new positions and has plans for 90 more. the city of san jose will have another day in court in its ongoing battle to bring the oakland a's to the south bay. san jose accuses major league baseball of violating federal antitrust laws by blocking the teams move. a federal judge disagreed in a previous ruling, and now san jose is looking to have that decision overturned. a hearing is set for august 12.

now to election 2014 and with less than a day until california's primary were learning the turnout is expected to be historically low. in santa clara county the registrar's office is predicting a 35% voter turnout, that would be the lowest turnout for a primary since 1994. despite the low turnout expected, all of the people we spoke with today say they either i already voted by mail or plan to go to the polls tomorrow. >> our schools, our mayors, our city council what ever, those are important and people need to put their voice out there for that. >> the primary election also includes the governor's race. this is the first time statewide elections will be deciding comic decided using the top two primary system. voters can choose from among all counted it's regardless of party affiliation. voters in napa and an alameda counties will have federal monitors at the polling places tomorrow. the justice department to send them to make sure that election materials comply with the voting rights act. they will be checking on a requirement in napa county to provide voting material in spanish. the situation is similar in alameda county. it's part of a court order

reportedly due to a lawsuit over a previous lack of election materials in spanish and chinese. on ktvu.com you will find more information on tomorrow's election including where your polling place is located. our web team has pope posted under hot topics. tonight 2investigates where some are calling it security loophole in atms behind locked doors. 2investigates investigates a safety breach were doors are supposed to be locked to keep customers safe. but we've uncovered a vulnerability in the system. eric rasmussen reports we he discovered. >> it turns out you can swipe almost anything with the magnetic stripe to unlock those doors and get inside many atm at festivals. 2investigates put into a test and the findings can do a big surprise to some customers. in atm robbery caught on surveillance video in seattle, cameras and san jose captured a similar crime. both happened after hours at atms inside glass enclosures with locking doors. it's not clear if the attackers

used bank cards to get inside. 2investigates found, they did have to. we swiped and expired american express gift card and it worked. >> while that surprising. >> he's not the only one surprised, a stack of non-bank issued cards got us inside atm vestibules at a bank of the west and a sterling bank in san francisco. a ktvu producer even used his drivers license. the same cards, including a starbucks gift card with no money on it worked at a u.s. bank in alameda. and has some thinking twice about letting their guard down. >> if anybody can get in, i don't know i'm from new york i'm really vigilant about the stuff. >> some customers worry the atm vestibules offer a false sense of security. ever heard this before? >> no never [laughter] that's nuts, i had no idea. >> only one of the banks we visited was willing to comment on this issue. u.s. bank says the card readers

bay once again, take a look areas like oakland and emeryville as well as berkeley seeing that gray sky. as we get into the evening hours it will continue to push them, brought in by a very robust onshore breeze. take a look here 28 miles an hour so gusting there, concorde reporting a similar breeze at 21, oakland 18, 26 miles per hour in napa and its pre-much like this in most places so cool and breezy. this pattern will be with us for your tuesday as well. so as we get going tomorrow morning we will have the low clouds, fog, patchy drizzle, a lot like today will be cool once again mid-40s to mid-50 so will feel again a lot like this morning. for tomorrow temperatures climb just a few degrees, just to set a warm-up may or may not upper 70s low 80s for some of our warmest locations. most of us in the upper 70s at best for today. so i didn't see any low 80s out there for today. for tomorrow we will have a few, still going to feel quite nice for inland cities but it will remain cool along the coast. as we get into the extended forecast then we turn the corner and temperatures begin to warm by wednesday, this warming trend begins thursday, we are already in the 90s for some of our hottest locations and then we get bay area we can always in view upper 80s to low 90s for inland cities from a low we can. upper 70s around the bay upper 60s up coast. a major development in walnut creek is creating a firestorm of controversy there. developers say it would revitalize retail but opponents say some 200 trees would get the ax. issue here is a plant orchards development, 25 acres in oak grove it includes a 55000 square-foot, fitness center senior housing, children's play area and a 2-acre park. it's estimated it could generate $83 million a year in sales but not everyone is on
